This outrage is of so atrocious a nature, and attended by circumstances so extraordinary that it cannot be looked upon as the simple act of assassins, but on the contrary all its characteristics are those of an act premeditated and deliberately planned-- This is evident, for your Excellency must be aware of the advertisements and notices which some time ago were distributed in Canton, and which there are good grounds to believe, if they did not originate with the Chinese authorities themselves, were at least approved and sanctioned by them. The Council therefore transmit to your Excellency this Protest against the insult and assassination perpetrated by Chinese Subjects on the person of the Representative of Her Most Faithful Majesty, which calls for redress unheard of outrage proportioned to the crime. Pending the Commands of Her Most Faithful Majesty, the Council require and make this demand from your Excellency the immediate capture of the criminals, and the delivery of the head and hand of the assassinated Governor, that these may be buried with his body, in accordance with the wishes of the People of Macao; and should this requisition not be complied with, the Council do not hold themselves responsible for the consequences.
In the mean time, the Council assure your Excellency that they are compelled to make the present demand by the circumstance of its being necessary for the honorable burial of the body of the late highest Authority and Representative of Her Most Faithful Majesty in Macao; but this act of theirs does not prejudice in any way...
